The framework should provide meaningful privacy safeguards enforced through effective accountability mechanisms, be achievable by democracies that respect the rule of law, and be scalable to keep up with rapid global change. The paper suggests stakeholders should initiate a multilateral, transparent process that focuses on commercial privacy and trusted government access.
